NWMO's Digital Modernization with TechGuilds and Sitecore XM

The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization responsible for the safe, long-term management of Canada's used nuclear fuel, ensuring the protection of people and the environment. Established in 2002 under the Nuclear Fuel Waste Act, NWMO plays a critical role in shaping Canada's approach to nuclear waste management.
As key project milestones continued to draw greater public and industry attention, NWMO anticipated a steady increase in web traffic to its primary website, nwmo.ca. The existing technical infrastructure, however, was no longer capable of supporting its growing audience, which includes industry stakeholders, regulatory bodies, government officials, technical experts, and the general public. To meet these evolving needs, the website required improved performance, scalability, and flexibility, while also serving as an effective platform for informing, engaging, and influencing its diverse user base.

Challenge

NWMO faced two interconnected challenges. First, its existing infrastructure could not support the anticipated increase in traffic or meet the diverse technical needs of its audience. Second, the organization needed a platform capable of engaging and influencing public perception and regulatory stakeholders at a critical moment in its mandate — not just a functional website, but a strategic communications tool.

TechGuilds was selected through to lead the discovery, design, and development of the new website, bringing extensive expertise in enterprise Sitecore solutions.

Discovery

The project began with a deep-dive discovery phase. TechGuilds conducted collaborative sessions with NWMO stakeholders to understand strategic objectives, pain points, and success metrics. Building on those insights, the team evaluated multiple technical architectures with an emphasis on flexibility, modularity, and integration with existing systems. Multiple options were presented and assessed in partnership with NWMO, culminating in the decision to build on Sitecore XM, integrated with Dynamics CRM, SharePoint, Coveo, and Azure Bot Services.

Definition

With the technical direction confirmed, TechGuilds led a structured definition phase to translate NWMO's requirements into a clear blueprint for design and development. This included persona development, user journey mapping, content strategy, and user story creation.
For persona development, rigorous data collection and analysis informed detailed personas representing NWMO's diverse audience, from nuclear sector scientists and government stakeholders to engaged Indigenous community members and concerned residents. For user journey mapping, key user interactions were documented from initial engagement to final outcomes, directly informing site structure and functionality. The content strategy began with a thorough audit of existing content, combined with a SWOT analysis of the NWMO story, which informed site navigation, information architecture, and a streamlined content migration plan optimized for SEO and user engagement. TechGuilds also developed a comprehensive writer's guide to support the NWMO team in producing consistent, strategically aligned content post-launch. Finally, meticulously articulated user stories guided the development process, ensuring the team delivered high-value functionality efficiently and with minimal rework.

Design

The UI/UX team led multiple collaborative sessions with NWMO stakeholders to define user experience strategies and translate requirements into wireframes and mockups. User feedback directly shaped design decisions, including the incorporation of advanced search capabilities and highly visual content. Using Figma as the primary design tool, the team ensured pixel-perfect execution that aligned precisely with approved concepts, prioritizing an optimal experience for both end users and content authors.

Development and Launch

Development involved cross-functional teams of developers, testers, and project managers working in close coordination with NWMO. The solution was built on Sitecore XM and integrated with Dynamics CRM, SharePoint, Coveo, and Azure Bot Services to deliver a complete digital experience platform. TechGuilds' certified Sitecore developers adhered to best practices throughout, delivering a solution with superior performance across speed, SEO, accessibility, and user experience. After months of rigorous testing and refinement, the new NWMO website launched successfully
