Canada Mortgage and Housing Corporation (CMHC), Canada's national housing agency, needed a structured evaluation to modernize its digital ecosystem. The marketing and web team faced growing inefficiencies in content authoring and technical maintenance, and recognized that their existing setup could no longer keep pace with the organization's evolving needs. Challenge
CMHC's core challenge was moving away from a monolithic, high-maintenance environment toward a best-of-breed ecosystem that could eliminate technical debt while meeting strict enterprise requirements for security, accessibility, and multilingual support. Beyond the technical constraints, CMHC needed a platform that would meaningfully improve the content authoring experience and equip the web team with modern marketing capabilities. The decision carried long-term implications, and CMHC needed a process that was rigorous, transparent, and consensus-driven.
Approach
Technical discovery and assessment
TechGuilds conducted a deep dive into CMHC's current-state architecture, identifying where existing systems and dependencies were creating friction for the marketing and web teams. This assessment established a clear baseline and surfaced the constraints that any recommended solution would need to address.
Stakeholder and requirements workshops
TechGuilds facilitated three strategic workshops with the Internet and Web team. The first surfaced current pain points and articulated strategic, departmental, and unit-level objectives. The second defined functional and non-functional requirements and established guiding principles for platform selection, including composability, ease of use, architectural simplicity, and multilingual support. The third developed a weighted evaluation matrix to ensure the final decision would be transparent and defensible across stakeholder groups.
Options analysis and recommendation
Drawing on deep DXP expertise, TechGuilds synthesized the workshop insights to shortlist and score potential solutions from Kontent.ai, Sitecore, Adobe, Optimizely, and Contentstack. Each option was evaluated against criteria including scalability, visual building capabilities, training effort, and total cost of ownership. The engagement culminated in a formal recommendation for a composable solution built around Sitecore XM Cloud, along with technical justification and a high-level roadmap.
