The Local Health Integration Networks are 14 Ontario Crown agencies established in 2006 to plan, fund, and integrate local health services across the province. Together, they coordinate care across hospitals, long-term care facilities, community health centres, and mental health agencies — the operational backbone of Ontario's healthcare system. When it was time to modernize their digital infrastructure, LHIN brought TechGuilds in to migrate all 14 regional websites from an aging Ektron platform to Sitecore, and to connect the systems their teams and citizens depend on.

Challenge
LHIN's 14 regional agencies each ran their own website on an Ektron CMS that had become difficult to maintain and impossible to govern consistently at scale. There was no meaningful search, no postal-code-based locator to help citizens find their regional LHIN, and no integration with the Dynamics CRM the teams relied on. Publishing workflows and security controls varied across agencies with no enforcement mechanism. The organization needed a single, modern platform — one that could handle multi-site authoring governance, connect to enterprise search and CRM, and give the public a fast, reliable way to navigate health information.
Approach
Multi-site migration from Ektron to Sitecore
All 14 LHIN sites were migrated from Ektron to Sitecore WCMS v7.1 on a single, governed platform. Content was structured and migrated to a shared template and component system, giving each regional site local flexibility while enforcing consistency across the network.
Coveo enterprise search and LHIN locator
TechGuilds implemented Coveo Enterprise Search across the full platform and built a custom LHIN Locator — enabling citizens to find their regional LHIN by postal code. Both tools made a large body of health information meaningfully navigable for the public and for staff.
Dynamics CRM integration and ongoing support
MS Dynamics CRM was integrated with Sitecore to connect web engagement with the operational data the teams were already working from. TechGuilds also established an ongoing support arrangement covering both Sitecore and Dynamics CRM, replacing slow, fragmented support with a single accountable partner.
Governance, workflows, and events calendar
Multi-level publishing workflows, governance controls, and security procedures were configured to bring consistency to 14 independent authoring teams. A custom Sitecore events calendar was built to surface relevant health events across all regions from a single managed feed.
Results
